Dubai Agenda
The Dubai Plan is the Emirate’s latest iteration of strategic plans, which started with the launch of the Dubai Strategic Plan 2015 in 2007, and was followed by Dubai Plan 2021 which was launched in 2014. As the time horizon of Dubai Plan 2021 came to end, government teams began working on developing The Dubai Plan, through an interactive and participatory approach that engaged all segments of the society and businesses, to reflect the Emirate’s priority agenda for the years leading up to 2033.
The Dubai Plan is focused on enhancing the status of Dubai as a global city, defined by a set of integrated and complementary agendas; each of which supports the other. The following agendas have been launched:
- Dubai Economic Agenda D33: with a focus on increasing economic productivity and promoting economic growth by supporting promising, high-productivity sectors, attracting talent and competencies, and creating an environment that fosters growth and innovation.
- Dubai Social Agenda 33 : with a focus on promoting social and economic stability and prosperity for Emiratis; and enhancing social cohesion and coexistence among Dubai’s diverse cultures based on shared human values and Emirati traits and principles; and raising the quality of life for citizens and residents.

The social agenda is leading Dubai’s vision to enhance stability and social and economic well-being for Emiratis, and to promote social cohesion and coexistence among Dubai’s diverse cultures based on common human values and Emirati values and principles. The agenda aims to ensure the best standards of living for all segments of society, whether in essential services such as social and health services, education and housing, or in areas of leisure such as culture, arts and sports.
